Karin is so far the only person known to utilize the technique and Jiraiya for developing the seal (also used by Kakashi & !MovieSakura).
However, I figured that some tracker anbu's might be able to utilize this technique when they are "in stealth mode".
Note that its almost impossible to suppress chakra completely as it is something a body needs in order to function and cast jutsus with.

But !LittleSakura being able to use the technique has yet to be proven.
